Arbiter Bank International is an offshore bank in Saint Lucia dedicated to providing lender financing to individuals and small and medium-size enterprises (SMEs) in North America and globally.  Arbiter believes that SMEs are the key to sustainable economic growth, but that the current structure of the banking sector is an obstacle to providing the financial support they need to survive and thrive.  Lending to SMEs is unlikely to come from the big banks, which naturally lean toward lending to larger businesses and big customers due to efficiency and economic scale.

Sylvia Alcee, Executive Manager

Ms. Sylvia Alcee is the Executive Manager of Arbiter Bank, and a qualified, result-oriented, and successful Banking Professional with 40 years of experience at 1st National Bank (St. Lucia) Limited. Ms. Alcee is proficient in all aspects of bank management, including general bank operations, account management, customer service, ability to implement strategy, customer acquisition, retention, satisfaction, targets, and related strategic objectives. She has an Associate degree and AICB designation from The Institute of Canadian Bankers, and an MBA from Anglia Ruskin University. Ms. Alcee is responsible for managing the daily operations of the Bank.

Mary Sylvia Cynthia Laurent, Chief Compliance Officer

Ms. Mary Sylvia Cynthia Laurent is the Chief Compliance Officer and Member of Arbiter Bank’s Board of Directors with 40+ years of Banking experience. A strong leader with demonstrated and observable competencies skilled at building and developing teams to support business initiatives, Ms. Laurent has considerable experience in retail banking, offshore banking, fintech process improvement, developing and implementing banking specific training and writing/reviewing of policies and procedures. She is a graduate of the Graduate School of Banking – University of Wisconsin and has a Diploma in Management from the University of the West Indies.

Arbiter provides solutions that are custom-tailored to meet the needs of specific borrowers. These loans may include term loans, lines of credit, and other customized types of financing. 

Arbiter makes loans backed by residential and/or commercial real estate (CRE). Areas of focus in CRE include owner-occupied (O&O), industrial, retail, multi-family, healthcare, hospitality, and office.   Real estate loans will be cash flow based and have low LTV (loan-to-value). Arbiter will finance both real estate acquisitions and refinancings. 

Arbiter makes loans to investment managers who buy, sell, and trade assets via a platform for experienced investment managers that offers best in class operations, service providers, technology solutions, and risk management.
